CBP Automates ACE Portal Importer Account Applications Update
December 15, 2025Periodic Monthly Statement (PMS) Participants to Pay Supplemental Duty Bills Electronically via ACH going into effect December 15th
CBP announced on October 16th, 2025, a change to U.S. Customs and Border Protection’s (CBP) National Customs Automation Program (NCAP) for Periodic Monthly Statements (PMS). The update requires PMS participants to transmit electronic payment of supplemental duty bills resulting from any underpayment of estimated duties, taxes, and fees on entries originally paid monthly through the PMS.
Under this modification, PMS participants may no longer pay related supplemental duty bills by check. Instead, these bills must be paid via ACH Debit or ACH Credit. ACH Debit payments must be submitted through Treasury’s Pay.gov system using the CBP Bill Payments form. To pay by ACH Credit, participants should contact ACH-CUSTOMS@cbp.dhs.gov to obtain the necessary instructions.
This modification will become operational 60 days after publication in the Federal Register (October 16, 2025).
What this means for Importers that receive a supplemental bill from CBP on or after December 15th that is set up on their own PMS to pay CBP directly, the importer must pay via electronic method (either ACH debit or ACH credit) or they can be removed from the PMS program.
